This is a fine old-timed thumber of very rare cadmium carbonate Otavite, typically accompanied by blue-green Rosasite. In this case you see glistening cream-white microcrystals richly covering the matrix. Otavite was firstly discovered at Tsumeb by Otto Schneider in 1906 and named after the Otavi Highlands.
